Our client is looking for interim support for a 6-12 month period whilst the role is re-evaluated following a recent retirement before looking to substantively recruit into the position in the latter stages of 2024. The post will be banded at AfC Band 8C level.

Job Purpose / Responsibilities:

• Be fully accountable for the operational performance of the Division. This will include accountability for the delivery of a high quality patient focussed service with clinical safety, clinical governance, clinical quality, and delivery of financial targets.
• Have responsibility with the Divisional Clinical Lead and members of the Divisional management team for driving forward divisional wide programmes of work and service direction.
• Act as the lead Manager for the Division, and driver of a strategically important network in the wider health economy, working in partnership with other stakeholder organisations to promote and develop strategic vision and business interests.
• To be responsible for scientific, laboratory operational management of the Cellular Pathology service.
• Deliver an autonomous clinical technical service across all laboratory sites and as provided by Service Level Agreement or contract with other organisations.
• Work as a key member of the Senior Management Team, who are responsible for the effective operational management and strategic direction of pathology services.
• Ensure the operational area contributes to and meets objectives including working within agreed budget and delivering cost improvement savings.
• Promote the continuous improvement in service delivery and quality within all areas of Pathology, using modern methods to lead in the delivery of service and workforce transformation and re-design.
• Manage the work of senior staff in the operational area and develop a high performing culture in which members of staff are continuously improving the delivery of high quality services.

• Leading the development of a strong commercial culture within the Clinical Business Unit focused on quality and performance for the patient and service user.
• Defining and robustly reviewing key performance measures and reporting frameworks in line with strategic aims.
• Leading the achievement of key performance and accessing targets contractual obligations including CQUINS and meeting CQC standards.
• Monitoring and reviewing business performance within the Clinical Business Unit, reporting on performance to the CBU Senior leadership team, and directly to the Trust Operational Board, performance reviews and other relevant meetings internally and externally to the Trust, instigating remedial action where necessary.
• Redefining future orientated patient care and service pathways to improve standards of care, address governance issues, improve efficiency and tariff income.
• Contribute to the development of service delivery and transformation plans, supporting implementation plans, including those involving cross pathway working internally and externally in support of enhanced patient care and quality of services using established Quality Improvement methodology.

• The Deputy Chief Operating Officer – Urgent and Emergency Portfolio will provide exceptional leadership to the division, ensuring the effective implementation of national and local strategies and the delivery of service objectives.
• The Deputy COO will have significant responsibility and work within the Operational Leadership Team with the Clinical Director for Clinical Governance and the Deputy Director of Nursing.
• Build strong working relationships to ensure that the divisions are providing a quality efficient service, and delivering productivity improvements.
• Hold overall responsibility for the operational management of the Division via direct line management of Divisional General Managers.
• Must have High-level operational and strategic business planning and leadership experience to ensure the Division provides high quality patient care and achieve their performance objectives.
• Expected to lead on designated developments which cut across the organisation, integrating and streamlining services.
• Posses the drive, motivation and leadership for continual performance improvement within the clinical and managerial workforce.

• The Operational Manager is responsible for operational delivery, operational performance, financial performance, governance, change and business development across the the Division.
• Work effectively in partnership with Clinical Directors and Divisional Nurses.
• Deliver a range of competing, challenging targets relating to recovery and financial, activity, RTT, cancer and quality improvement priorities.
• Provide effective leadership and is a key member of the Trust’s and Division’s Senior Management Teams.
• Responsible for the delivery of financial, quality, performance, productivity and workforce targets, including national targets and objectives set as part of Trust business planning.
• Proven experience of providing strong leadership and delivering operational performance and service improvement initiatives.
• Continually review organisational structures and clinical and business processes within their portfolio to maximise efficiency and productivity.

• Support the Director of Operations in management and leadership across the Emergency Department.
• Effectively respond and deliver the Emergency access targets and form a Trust response.
• Ensure that all performance targets relevant to Emergency Department are met and that Divisional objectives are promoted.
• Manage service changes and improvements for the Emergency Department as required.
• Review clinical activity on a regular basis and to manage the Emergency Department service effectively.
• Support and lead the Emergency Care Improvement Plan.

• Reporting to the Divisional Director this post will provide operational management and support to the Directorate.
• Provide strong and effective leadership to specific clinical and non-clinical teams and individuals.
• Ensure the achievement of national access targets including 18 week RTT and cancer targets.
• Support the establishment of a clear vision for these specific work areas with senior colleagues to create a working environment that empowers staff to achieve optimal performance.
• Support the clinical team and other Divisional managers in ensuring the speciality are able to deliver safe and effective services
• Contribute to the wider management of the Directorate and of the Trust on specific projects as and when appropriate.

• We are looking for a highly motivated individual with excellent interpersonal skills and experience in operational management to support the delivery of high-quality and efficient patient services.
• The successful candidate will also have experience in managing 18 weeks RTT pathways.
• Oversee the operational delivery of all services in the Directorate ensuring safe care and effective use of all resources.
• Specifically, to take a lead in achieving key performance standards in line with the national and local agreements.
• Support the strategic development of services in achieving the requirements and the services developments required in line with the local health economy.
• Maintain a visible presence within all areas of the Directorate promoting understanding of services and the ability to directly support staff, patients and carers.

• Responsibility for the production of service plans and the coordination and management of the Medicine Directorate service developments.
• Develop and set objectives and standards for Medicine in accordance with overall divisional and service policies and strategies.
• Be responsible for the implementation of effective and appropriate performance management systems and processes.
• Provide a clear sense of purpose and leadership by being visible and accessible to staff, patients and the public.
• Oversee and manage the organisation of medical staff at all levels to cover the needs of the service.
• Develop and introduce process changes to ensure delivery of activity plans and achievement of access targets within the Medicine.
• Establish and maintain close working relationships with colleagues in clinical professions, both internal and external, to ensure sharing of best practice.

• The Deputy Divisional Director will assist with the delivery of high quality and high performing services for Surgery, within budget for an agreed level of activity at an expected level of service and clinical quality.
• Assist with providing leadership and direction for the Surgical division, ensuring that this supports the fulfilment of the Trust’s objectives and patient safety requirements.
• Assist the Divisional Director with the operational management of the division, ensuring the effective implementation of both national and local strategies and the achievement of service objectives.
• Work with the Divisional Management Team to ensure the effective performance of the division and accountable for the delivery of all national and local standards, performance indicators and the Trust’s annual business plan.
• Build an effective team to support and strengthen clinical leadership within the Surgery Directorate.
• Be responsible for coordinating the activities of the divisions staff to ensure appropriate prioritisation and effective use of resources.
• Take responsibility, when appropriate, for the management of contracts and contractual relationships corporately.
