Our client is looking for interim support for a 6-12 month period whilst the role is re-evaluated following a recent retirement before looking to substantively recruit into the position in the latter stages of 2024. The post will be banded at AfC Band 8C level.

Job Purpose / Responsibilities:

• Be fully accountable for the operational performance of the Division. This will include accountability for the delivery of a high quality patient focussed service with clinical safety, clinical governance, clinical quality, and delivery of financial targets.
• Have responsibility with the Divisional Clinical Lead and members of the Divisional management team for driving forward divisional wide programmes of work and service direction.
• Act as the lead Manager for the Division, and driver of a strategically important network in the wider health economy, working in partnership with other stakeholder organisations to promote and develop strategic vision and business interests.
• To be responsible for scientific, laboratory operational management of the Cellular Pathology service.
• Deliver an autonomous clinical technical service across all laboratory sites and as provided by Service Level Agreement or contract with other organisations.
• Work as a key member of the Senior Management Team, who are responsible for the effective operational management and strategic direction of pathology services.
• Ensure the operational area contributes to and meets objectives including working within agreed budget and delivering cost improvement savings.
• Promote the continuous improvement in service delivery and quality within all areas of Pathology, using modern methods to lead in the delivery of service and workforce transformation and re-design.
• Manage the work of senior staff in the operational area and develop a high performing culture in which members of staff are continuously improving the delivery of high quality services.

The Deputy Director of Operations is responsible for delivering the Trust’s Strategy, within Specialist Medicine Division and Local Services, incorporating the following:

• Ensuring the standardisation of services across all relevant specialities to the best possible level, so that patients experience high quality care;
• Lead on the planning, development and delivery of services to ensure that there is a common understanding of capacity and demand with clear operational plans to deliver the best in care in the most appropriate settings;
• Planning and managing services to ensure the best possible use of resources. This will include income opportunities, reducing run-rate, delivering cost improvement programmes (CIPs)  and delivering the recommendations from benchmarking tools such as Model Hospital and GIRFT;
• Leading the development of a sustainable workforce across multiple disciplines that is fit for the future within their area of responsibility;
• Working with system partners to put in place clinical pathways that care for patients in the most appropriate settings, and reducing inappropriate or avoidable demand for acute services.
• The Deputy Director of Operations will be responsible for all aspects of operational performance of the Division whilst maintaining quality standards and for ensuring the implementation and maintenance of good governance arrangements. This includes the line management of Service Unit Managers and associated teams.

Suitable candidates will have extensive experience at Senior Management level within an Acute setting and educated to Masters’ level or equivalent.

Our Client, based in the East of England is seeking to recruit an interim Divisional Director of Operations – Emergency, for an initial period of 6 months.

• As part of the senior team supporting the office of the Deputy COO & Chief Operating Officers’ office, you will work as part of a triumvirate model alongside the Divisional Medical Director and Divisional Director of Nursing.
• Posses significant experience of driving strategy and change in a large scale complex environment, working with senior leadership teams and boards.
• Take specific responsibility for the day-to-day management, operational and financial performance of the clinical and other services within the Emergency Division.
• Responsibility for providing an appropriate infrastructure to support the clinical activity of the Division, ensuring the optimum utilisation of all resources available.
• Form and drive a coherent strategy and change agenda to achieve the quality and finance expectations set out in the Clinical Services Strategy and Trust business plans.
• Lead bids for services and contract negotiations within the Trust’s corporate framework, collaborating as needed with Trust colleagues and other health care providers to promote innovation and the development of services.

• Leading the development of a strong commercial culture within the Clinical Business Unit focused on quality and performance for the patient and service user.
• Defining and robustly reviewing key performance measures and reporting frameworks in line with strategic aims.
• Leading the achievement of key performance and accessing targets contractual obligations including CQUINS and meeting CQC standards.
• Monitoring and reviewing business performance within the Clinical Business Unit, reporting on performance to the CBU Senior leadership team, and directly to the Trust Operational Board, performance reviews and other relevant meetings internally and externally to the Trust, instigating remedial action where necessary.
• Redefining future orientated patient care and service pathways to improve standards of care, address governance issues, improve efficiency and tariff income.
• Contribute to the development of service delivery and transformation plans, supporting implementation plans, including those involving cross pathway working internally and externally in support of enhanced patient care and quality of services using established Quality Improvement methodology.

• Leading the development of the clinical network for Orthopaedics including agreeing a set of shared network objectives and a single network programme plan.
• Overseeing the delivery of a comprehensive and cohesive programme of work that is consistent with the network strategic direction and shared objectives and the priorities, as well as national and regional policy.
• Leading regular network and project meetings alongside the Network SRO and Clinical Lead. Ensuring agendas and papers are produced that are transparent and ensure the network work programme is progressed. 
• Analysing and interpret key performance data and complex information relating to the network programme.
• Identifying areas of variation between providers, prompting and agreeing remedial actions across the network. 
• Developing and nurturing relationships across the network, forming a consensus across all providers on the approach to implement network objectives and driving change within provider teams. 
• Engaging key senior stakeholders across the Trusts in the purpose and objectives of the network.
• Preparing reports and other materials relevant to the network programme, including regular progress reports and presentations that raise awareness of the network, highlighting local challenges, successes, risks and issues. 
• Working with the support of a dedicated Network Manager to ensure network actions are identified and followed up and that an updated risk and issues log is maintained. 
• Developing effective communication and information flows between the providers.

• Work with the divisional management team to ensure the achievement of performance and other local and national clinical and non-clinical targets.
• Provide strong and effective leadership to specific clinical and non-clinical teams and individuals.
• Support the establishment of a clear vision for these specific work areas with senior colleagues to create a working environment that empowers staff to achieve optimal performance.
• Provide first line operational management to outpatient and administrative departments and supervise systems and processes.
• Ensure the achievement of national access targets.
• Contribute to the wider management of the Directorate and of the Trust on specific projects as and when appropriate.

• The Deputy Chief Operating Officer – Urgent and Emergency Portfolio will provide exceptional leadership to the division, ensuring the effective implementation of national and local strategies and the delivery of service objectives.
• The Deputy COO will have significant responsibility and work within the Operational Leadership Team with the Clinical Director for Clinical Governance and the Deputy Director of Nursing.
• Build strong working relationships to ensure that the divisions are providing a quality efficient service, and delivering productivity improvements.
• Hold overall responsibility for the operational management of the Division via direct line management of Divisional General Managers.
• Must have High-level operational and strategic business planning and leadership experience to ensure the Division provides high quality patient care and achieve their performance objectives.
• Expected to lead on designated developments which cut across the organisation, integrating and streamlining services.
• Posses the drive, motivation and leadership for continual performance improvement within the clinical and managerial workforce.

• Responsible for promoting compliance with relevant legislation, regulations, codes of practice, Health Technical Memorandum, Guidance and that fire policy is implemented and effective.
• Undertake ‘suitable and sufficient’ assessments of fire risks within premises owned, occupied or under the control of the Trust and any other designated premises contracted by agreement.
• Responsible for the patient flow to ensure that the Trust is able to meet the bed capacity requirements on a daily basis.
• Liaise with General Managers/Service Managers to develop service, capacity and plans.
• Define and communicate local patient flow objectives that will ensure the achievement of the organisational strategy.
• You will also be involved with developing and delivering an extensive programme of general and specialist Fire Safety training to a wide audience.

• Work in partnership with our strategic, tactical and operational teams and clinical and clinical support leads to ensure the development and delivery of an efficient, effective and high quality professional and coordinated Emergency Preparedness and Response service, meeting all statutory, regulatory and NHS requirements.
• Develop EPRR plans and work streams, engaging with multi-agency partners and local stakeholders
• Develop and support in implementing high quality and robust plans to ensure the Trust is compliant with relevant legislation in relation to emergency preparedness, resilience and response and business continuity.
• Oversee the day-to-day management of the EPRR risk register identifying changes as required.
• Monitor and manage the delivery of the EPRR annual programme of work in relation to emergency preparedness based on the agreed outcomes from the annual NHS EPRR assessment process.

• Work with the Senior Management Team on the implications of operational performance ensuring that actual or potential inability to deliver is escalated and managed effectively.
• Support the Surgical Directorate to meet all national and local performance standards.
• Ensuring delivery of the operational performance and quality of patient services across General Surgery.
• Strengthen operational performance management, leading the implementation of performance improvement plans.
• Build relationships between other divisions.
• Contribute to the development of annual activity plans to ensure that they will deliver the performance, quality and financial expectations of the Trust.
• Work alongside other stakeholders to ensure that effective systems and processes are continually improved.
