Our Client, based in the Northern Home Counties is seeking to recruit an Interim Operational Manager for a busy Emergency Department for at least a 3 month period whilst a substantive recruitment process takes place.

• Responsible for the operational management of all patient services within the Emergency Department.
• Delivery of all operational performance targets, including waiting lists, Finance and the quality of services to patients and improving services towards best practice standards within the available income.
• Ensure the achievement of objectives within the Emergency Department performance framework, ensuring that approved budgets are spent effectively.
• Co-ordinate the Emergency Departments formulation of operational plans ensuring that these contribute to the achievement of Divisional plan.
• Work closely with the Performance and Business Development Manager, Clinical Directors and Assistant Director of Nursing to achieve the Division’s service objectives.
• Support the delivery of a high quality, safe and compassionate healthcare service.

• Leading the development of a strong commercial culture within the Clinical Business Unit focused on quality and performance for the patient and service user.
• Defining and robustly reviewing key performance measures and reporting frameworks in line with strategic aims.
• Leading the achievement of key performance and accessing targets contractual obligations including CQUINS and meeting CQC standards.
• Monitoring and reviewing business performance within the Clinical Business Unit, reporting on performance to the CBU Senior leadership team, and directly to the Trust Operational Board, performance reviews and other relevant meetings internally and externally to the Trust, instigating remedial action where necessary.
• Redefining future orientated patient care and service pathways to improve standards of care, address governance issues, improve efficiency and tariff income.
• Contribute to the development of service delivery and transformation plans, supporting implementation plans, including those involving cross pathway working internally and externally in support of enhanced patient care and quality of services using established Quality Improvement methodology.

• Work with the Senior Management Team on the implications of operational performance ensuring that actual or potential inability to deliver is escalated and managed effectively.
• Support the Surgical Directorate to meet all national and local performance standards.
• Ensuring delivery of the operational performance and quality of patient services across General Surgery.
• Strengthen operational performance management, leading the implementation of performance improvement plans.
• Build relationships between other divisions.
• Contribute to the development of annual activity plans to ensure that they will deliver the performance, quality and financial expectations of the Trust.
• Work alongside other stakeholders to ensure that effective systems and processes are continually improved.

• Be a key member of the Divisional leadership team, working with clinical and managerial colleagues to manage the design and delivery of clinical / non – clinical services within the Division.
• Contribute to the development of the strategic direction for specified areas in line with the Division and Trust’s overall strategy and improvement programme.
• Develop short, medium and long-term objectives, which are turned into effective, affordable and achievable annual service plans.
• Work with colleagues to review and redesign services in order to meet the needs of patients and enable the Division to achieve key performance indicators and reduce costs.
• Analyse and interpret a range of options in highly complex situations, making judgements and deciding upon corrective action.
• Accountable for the delivery of a balanced budget for the service area and developing a sound financial strategy.
• Manage non-clinical staff within the Division in line with the Trust’s employment policies.
• Along with the Clinical Leads for developing and implementing the clinical and corporate governance strategy across the service.

• The post holder will lead the day to day operational management of the Directorate and take responsibility for GI, Gastroenterology and Endoscopy services.
• Report directly to the Divisional Director of Operations and works with the Clinical Director and Lead Nurse in a triumvirate to ensure that services in the Directorate meet the needs of patients.
• Achieve set and agreed quality standards, financial targets and levels of performance.
• Contribute to the development and implementation of the Directorate and Trust service strategies and objectives; in particular focusing on service improvements and efficiencies that will enhance patient care and improve patient pathways.
• Be delivery focused, flexible, determined and have a proven history of effective relationship building, particularly with clinicians and clinical teams and be considered inspirational and engaging by staff and external partners.

• Reporting to the Divisional General Manager this post will provide general operational management and business support to a number of services including, Respiratory and Cancer.
• Provide strong and effective leadership to specific clinical and non-clinical teams and individuals.
• Support the establishment of a clear vision for these specific work areas with senior colleagues to create a working environment that empowers staff to achieve optimal performance.
• Ensure the achievement of national access targets including 18 week RTT and cancer targets.
• Support the clinical team and other Divisional managers in ensuring the speciality are able to deliver safe and effective services
• Contribute to the wider management of the Directorate and of the Trust on specific projects as and when appropriate.

• Responsibility for the production of service plans and the coordination and management of the Medicine Directorate service developments.
• Develop and set objectives and standards for Medicine in accordance with overall divisional and service policies and strategies.
• Be responsible for the implementation of effective and appropriate performance management systems and processes.
• Provide a clear sense of purpose and leadership by being visible and accessible to staff, patients and the public.
• Oversee and manage the organisation of medical staff at all levels to cover the needs of the service.
• Develop and introduce process changes to ensure delivery of activity plans and achievement of access targets within the Medicine.
• Establish and maintain close working relationships with colleagues in clinical professions, both internal and external, to ensure sharing of best practice.

• Work with the Senior Management Team on the implications of operational performance ensuring that actual or potential inability to deliver is escalated and managed effectively.
• Support the Surgical directorate to meet all national and local performance standards, this includes;
  • General Surgery,
  • Ophthalmology,
  • ENT,
  • Theatres,
  • ITU.
• Ensuring delivery of the operational performance and quality of patient services across General Surgery.
• Strengthen operational performance management, leading the implementation of performance improvement plans.
• Build relationships between other divisions.
• Contribute to the development of annual activity plans to ensure that they will deliver the performance, quality and financial expectations of the Trust.
• Work alongside other stakeholders to ensure that effective systems and processes are continually improved.

• Report to the General Manager and work alongside other Associate General Managers for other specialities ensuring delivery of corporate and divisional performance targets.
• Leading the delivery of major performance targets in the NHS plan to improve access to and quality of patient service.
• Developing, testing and implementing new ways of working to transform patient services.
• Ensure that the services provided by the Surgery Division are  in line with best practice guidelines.
• Undertake reviews of current services to ensure seamless pathway for patients.
• Work with the senior management team, Executive team and with external partners such as commissioners.
• Posses the ability to form good working relationships at all levels including working closely with senior clinical colleagues to help redesign and re-configure services which enhance patient experience and quality of care.
