Our Client, based in the Northern Home Counties is seeking to recruit an Interim Operational Manager for a busy Emergency Department for at least a 3 month period whilst a substantive recruitment process takes place.

• Responsible for the operational management of all patient services within the Emergency Department.
• Delivery of all operational performance targets, including waiting lists, Finance and the quality of services to patients and improving services towards best practice standards within the available income.
• Ensure the achievement of objectives within the Emergency Department performance framework, ensuring that approved budgets are spent effectively.
• Co-ordinate the Emergency Departments formulation of operational plans ensuring that these contribute to the achievement of Divisional plan.
• Work closely with the Performance and Business Development Manager, Clinical Directors and Assistant Director of Nursing to achieve the Division’s service objectives.
• Support the delivery of a high quality, safe and compassionate healthcare service.

• To assume operational accountability for the provision and development of Anaesthetics, Perioperative and ITU services.
• Contribute to the strategic planning of services within the Division, identifying future resourcing requirements and ensuring that the Division meets contractual and other requirements.
• Ensure the delivery of a responsive, high quality, value for money service within the Division.
• Achieve patient access standards, activity and other related targets with the available resources.
• Monitor and take action to ensure that all quality, productivity and profitability targets are achieved.
• Lead the development/reconfiguration and implementation of services in line with the Trust’s strategic direction.
• In line with the Divisional and Trust strategy, develop best practice, service modernisation and improvement plans for the area, to enhance the patient experience and deliver value for money.

• The Operational Manager is responsible for operational delivery, operational performance, financial performance, governance, change and business development across the Specialist Surgery area (ENT, Head & Neck and OMFS).
• Work effectively in partnership with Clinical Directors and Divisional Nurses.
• Provide effective leadership and is a key member of the Trust’s and Division’s senior management teams.
• Responsible for the delivery of financial, quality, performance, productivity and workforce targets, including national targets and objectives set as part of Trust business planning.
• Continually review organisational structures and clinical and business processes within their portfolio to maximise efficiency and productivity.

• Lead Theatres service delivery in accordance with agreed operational plans, meeting all key standards and KPIs.
• Support the delivery of the theatre efficiency programme.
• Co-ordination of the theatre team, day surgery unit and central admissions team.
• Reconfiguration of theatres and improvement of theatres utilisation.
• Working with the Divisional Director to provide effective leadership of the division.
• Work collectively with Clinicians and Managers to ensure effective delivery of service objectives across Theatres.
• Maintain delivery of service targets whilst improving quality, efficiency and effectiveness of services.
• Ensure that the highest quality, effective and efficient services are operationally delivered within defined costs, time-scales and resources.
• Operate effective and appropriate planning processes and structures, including communication arrangements.

• Be a key member of the Divisional leadership team, working with clinical and managerial colleagues to manage the design and delivery of clinical / non – clinical services within the Division.
• Contribute to the development of the strategic direction for specified areas in line with the Division and Trust’s overall strategy and improvement programme.
• Develop short, medium and long-term objectives, which are turned into effective, affordable and achievable annual service plans.
• Work with colleagues to review and redesign services in order to meet the needs of patients and enable the Division to achieve key performance indicators and reduce costs.
• Analyse and interpret a range of options in highly complex situations, making judgements and deciding upon corrective action.
• Accountable for the delivery of a balanced budget for the service area and developing a sound financial strategy.
• Manage non-clinical staff within the Division in line with the Trust’s employment policies.
• Along with the Clinical Leads for developing and implementing the clinical and corporate governance strategy across the service.
