<p><strong>Job Summary</strong></p>
<p>The post holder will work as part of a single senior management team and this role will lead the management and delivery of the 111/999 contracts. The role will have responsibility and accountability for agreeing the contractual terms and associated commissioning arrangements, whilst also supporting the development of new commissioning and provision models through the creation of Integrated Care Systems and more collaborative and Place-based working.</p>
<p><strong>Specific Duties</strong></p>
<ul>
<li>Act as a Director Lead within the developing local commissioning architecture across the area and influencing and supporting the future development of regional commissioning alongside other leads.</li>
<li>Responsibility for leading the commissioning and improvement work-stream programmes of the regional contracts, and 111/999 including planning, negotiations, contracting, performance and all projects which supports and enables an environment of continuous improvement to deliver on all the 111/999 targets and programmes of improvement.</li>
<li>Delivery of the national, regional and local targets relating to 111/999 contracts, regional and local urgent care strategies, quality premia, performance benchmarks and other targets established through commissioners and local providers.</li>
<li>Ensure that the programme systematically prioritises patient safety and improving quality of services for patients, and that this commitment by commissioners is recognised and respected by stakeholders including patients and service users.</li>
<li>Ensure that the commissioning of the service is fully aligned with the quality agenda, and is reflected in the contracts, and contracting process.</li>
<li>Support the modernisation of 111/999 services supporting key service reviews and developing appropriate strategies across the health and social care community systematically</li>
</ul>
<p>Suitable candidates will be educated to masters level in relevant subject or equivalent level of experience of working at a similar level in specialist area and have proven and significant leadership experience in the delivery of large scale NHS projects/programmes.</p>

<p class="p1">The Deputy Director of Operations is responsible for delivering the Trust’s Strategy, within Specialist Medicine Division and Local Services, incorporating the following:</p>
<ul class="ul1">
<li class="li1">Ensuring the standardisation of services across all relevant specialities to the best possible level, so that patients experience high quality care;</li>
<li class="li1">Lead on the planning, development and delivery of services to ensure that there is a common understanding of capacity and demand with clear operational plans to deliver the best in care in the most appropriate settings;</li>
<li class="li1">Planning and managing services to ensure the best possible use of resources. This will include income opportunities, reducing run-rate, delivering cost improvement programmes (CIPs)<span class="Apple-converted-space">  </span>and delivering the recommendations from benchmarking tools such as Model Hospital and GIRFT;</li>
<li class="li1">Leading the development of a sustainable workforce across multiple disciplines that is fit for the future within their area of responsibility;</li>
<li class="li1">Working with system partners to put in place clinical pathways that care for patients in the most appropriate settings, and reducing inappropriate or avoidable demand for acute services.</li>
<li class="li1">The Deputy Director of Operations will be responsible for all aspects of operational performance of the Division whilst maintaining quality standards and for ensuring the implementation and maintenance of good governance arrangements. This includes the line management of Service Unit Managers and associated teams.</li>
</ul>
<p class="p1">Suitable candidates will have extensive experience at Senior Management level within an Acute setting and educated to Masters&#8217; level or equivalent.</p>
